Nestled between one of the meandering rivers of the Seine and forested hillsides, "the town of a hundred chimneys" was first mentioned in the 10th century. For more than 3 centuries, the town developed an important cloth-making activity, concentrated around the Saint-Étienne church and the small Puchot stream. In 1667, Colbert endowed Elbeuvian clothmakers with their own regulations and statutes. From workshops to factories, Elbeuf's prestigious history of clothmaking has left behind a rich heritage of buildings that have now been restored and rehabilitated, and are home to a revitalized cultural life, much to the delight of its 5,000 inhabitants.
