This small town is the oldest in the Bay of Kotor. Risan was once a prosperous Illyrian city, named after a tribe called Rizonti. Queen Teuta took refuge here in the 3rd century BC, making Risan the capital of Illyria. Legend has it that the queen, upon seeing her port overrun by Roman ships, threw herself into the void, vowing that Risan would never welcome ships again. Strangely enough, the town never had a fleet and its inhabitants were never sailors. Convinced that it has not yet yielded up all its secrets, archaeologists are still excavating the town, which has been devastated by several earthquakes.
