The regional association Bourgogne-Franche-Comté Mobilité Électrique was officially founded on March 14, 2009. Part of the Avere-France network, it currently has 50 members. Its mission is to educate and guide institutional and economic players in the energy transition in the transport sector, now necessary to combat global warming. By massively supporting the electrification of mobility, France is opting for a green revival of the automotive sector. This ambition is built around actions to :

Boost demand with support schemes for vehiclepurchase and recharging,

Significantly strengthen the automotive industry, which has been hard hit by the crisis at a time when it needs to embark on a genuine revolution: that of the electric vehicle and the autonomous vehicle. According to the Avere France barometer, registrations of electric and plug-in hybrid vehicles (passenger cars and commercial vehicles) were very prolific in 2023 in Bourgogne-Franche-Comté, with 10,146 100% electric vehicles sold, compared with 5,600 in 2021, while sales of plug-in hybrid vehicles rose from 412 in 2021 to over 4,600 in 2023.

In 2019, these vehicles accounted for just 2.5% to 3% of sales in France. By 2023, electric vehicles will account for more than 25% of the private car fleet, or one car in four.

Reduced cost. Still slightly more expensive to buy, electric vehicles benefit from a purchase premium, lower recharging costs and reduced maintenance costs.

Easier charging on freeways. Since January1, 2023, the 450 service stations in France located on toll freeways must offer a recharging station with several charging points available.

BFCME's missions:

Promote the acquisition and use of electric, hybrid and hydrogen-poweredvehicles through education. Many French people are thinking of going electric one day, but taking the plunge isn't that easy. How do you install a charging station in your garage? What is the range of batteries? How long will they last? The association's role is to share information, knowledge and experience, to provide decision-makers with the elements they need to define and implement the best solutions for electric mobility.

Federate the electric mobility sector in Burgundy-Franche-Comté, motivated by sustainable mobility solutions involving electric vehicles, plug-in hybrids and hydrogen-powered vehicles.

Promote electric mobility : by organizing conferences, vehicle presentations and events under the BFCME banner, and by participating in events organized by its members, Bourgogne-Franche-Comté Mobilité Électrique stimulates and supports the deployment of electric mobility among local authorities and businesses.

Training professionals: To help real estate professionals (elected officials and local authority staff, property managers, real estate agencies, social landlords, condominium association councils and homeowners) set up the infrastructure required for electric mobility, the BFCME association offers free two-hour training courses (subject to the presence of at least 10 people), either face-to-face or via distance learning, throughout the region, to guide homeowners through the process. In 2023, 90 such courses were held.

Enedis makes a commitment to condominiums. A decree published in September 2022 and implemented in February 2023 allows condominiums to install, free of charge, the infrastructure and charging stations required to take advantage of a rechargeable vehicle through Enedis or the local grid operator. The cost of the work and of use are invoiced, on request, to the co-owners using the equipment only. Charging stations can be installed outdoors, in basements or in lockers, provided that the owners have a designated space.

CHEVIGNY SAINT SAUVEUR ATTRACTIVE POUR RESIDER

The commune of Chevigny-Saint-Sauveur is constantly evolving and changing its appearance, with new or redesigned facilities, but also new real estate projects that mark the end of its expansion onto farmland. The Town Hall wishes to offer a solution adapted to an older population wishing to remain in the commune, in place of the old community building.

A new private school group is back in operation. The Les Arcades group, well established in the heart of Dijon, has built a 12-classroom establishment, from kindergarten to secondary school, near the Visitation church.

Chevigny-Saint-Sauveur wins the Trophée de l'Arbre 2023. The town's commitment to nature, which includes the "1,000 trees" challenge to be unveiled in 2021, has earned it this departmental label. The town had launched the challenge to plant 1,000 trees in public spaces such as the Parc de la Saussaie, but also in businesses and private homes. The operation was co-sponsored by the association "Un enfant peut sauver un arbre" (A child can save a tree), which regularly runs awareness-raising campaigns for schoolchildren. During the operation, over 130 trees were planted in the Parc de la Saussaie, a hundred of them purchased by private individuals or companies sympathetic to the project. Each sponsor knows the location of his or her tree, which will make the park even greener in years to come. Further plant densification: Chevigny-Saint-Sauveur, which is thus taking concrete action against global warming, will continue to densify the plant presence on its territory with the planting of several thousand trees over the coming years. The first of these projects is the future forest at the entrance to the town on the Terres Rousses side.

The Saint-Eloi residence, in the center of Chevigny-Saint-Sauveur, comprises 61 apartments (T2 to T5) in three buildings. The second phase of this program includes a tertiary space with premises for the department's services.

Committed to energy efficiency, the commune is stepping up its efforts to make the town "a laboratory for energy transition", with the renovation of its buildings, including the Ez Allouères and Buisson Rond schools, the switch to 100% LED lighting and the replacement of boilers by heat pumps in certain communal buildings.

A skate-park project in the Parc de la Saussaie: a 500 m² area will be dedicated to skates and rollerblades. The project is part of a participatory approach. Skateboarders can register at [email protected]

LA LOCATION ACCESSION SOUTENUE PAR DIJON METROPOLE - PSLA

The PSLA scheme enables households on a certain income to own their own home.

In 2023, the ceiling was €26,921 per year for a single-person household and €50,489 for a family of 5 or more.

The rent-to-own scheme offers a number of advantages:

households can remain tenants for a period of time freely defined by the parties ;

the sale price is regulated by the government and benefits from reduced VAT;

the property is exempt from property tax (taxe foncière sur les propriétés bâties - TFPB) for the first fifteen years;

monthly payments must not exceed the amount of the last rent paid during the rental phase;

Re-housing guarantee (means-tested). If the purchase option is not exercised, the HLM operator must propose at least three alternative housing solutions by registered letter with acknowledgement of receipt within six months. The occupant has one month to respond. Failing agreement, the occupant must leave the premises. Conversely, if one of the rehousing proposals is accepted, the occupant continues to pay an occupancy indemnity equal to the rent less the amount earmarked for the acquisition, while waiting to move.

Buy-back guarantee. Once an owner, the occupant can resell the property at any time. If necessary, they can repay their loan early without incurring early repayment penalties.
To protect occupants in the event of need, the PSLA mechanism includes a buy-back guarantee that runs for 15 years after the option is exercised, until the loan is repaid. This guarantee must be activated at the borrower's request within one year following a transfer, divorce, unemployment, death or disability.
