Historically, the surrounding villages and trading posts provided the manpower for Loango's main activity, carrying goods in caravans to Brazzaville and Haut-Congo. Loango's harbor was the first cause of its decline: shallow and unable to accommodate large tonnage vessels. Experts then suggested that the deep roadstead of Pointe-Noire would be a more suitable outlet to the sea. In 1910, Loango Bay was declassified, and the portage declined sharply, from hundreds of caravans in 1896 to just a handful in 1914. In 1934, the CFCO was completed and Loango and its bay were relegated to oblivion.
