The capital of Houaphan province was largely destroyed by American bombing during the Vietnam War. Nowadays, the city, which has a population of about 15,000, is slowly starting to develop after an economic backwardness due to its landlocked location. Nestling in the valley of the Nam Sam river, at an altitude of about 1,200 m, Sam Neua is surrounded by wooded hills and rice fields. It is not of exceptional tourist interest, except for the beauty of its landscape that winds its way along the road to Phonsavan. The market is the meeting and exchange place for many local minorities. The place is a stopover on the road to Vietnam.
