The building that dominates the square is located within the central building of Istanbul University, which housed the Seraskerlik's premises during the Ottoman period. It was there that the vizier in charge of the command of the Ottoman armies served. From a height of about 50 m, it has a spiral staircase that provides access to the observation post. The tower has a luminous device at its top that changes colour to indicate to the people of Istanbul the time of the next day.
