Combine the 71 regional leagues and committees, ensure the coherence of the regional sports movement, contribute to the defence and development of regional sports heritage, promote permanent monitoring of the sports population and ensure information on the prevention and control of doping, participate actively in the distribution of state appropriations, and promote and develop the Olympic spirit.
