QUETIGNY PROJET CŒUR DE VILLE

A new, more dynamic city center where 400 new homes are being built.

The city of Quetigny has embarked on an ambitious urban redevelopment project designed to create a genuine Quetigny town center around the tramway terminus station, Quetigny Centre. The project is due to be completed by 2025-2030, and has multiple objectives aimed at :

give the citya new, more urban and attractiveface,

retain a sufficient number of residents,

meet the housingneeds of the population, whether young couples wishing to remain in the commune, or the elderly looking for more suitable accommodation (a third of the population will be over 60 by 2025) at affordable rates,

tocreate a landscaped living space, in keeping with Quetigny's identity, but with a new layout, entertainment areas and new shared traffic patterns, capable of creating links. In addition to the new buildings, the municipality will be carrying out a number of ancillary projects to further embellish the town center.

Entrusted to Splaad (Société publique d'aménagement de l'agglomération dijonnaise), the project is now taking shape, with the first buildings now on the ground. The project includes around 400 housing units, spread over several sites, which will complement Quetigny's existing housing offer, mainly in the form of home-ownership.

A project in two circles. Designed as a "landscape chamber" by competition winners Reichen et Robert, the downtown area is organized arounda first circle.

- It will include a third-location building, La Parenthèse, built by Icade, a place of conviviality, sharing and mixing, offering its residents a media library, a library, workshops and events focusing on recycling, a games library and a space for children, and a strong partnership with associations and the local population to make this place "a place for doing things together". Opening is scheduled for early 2024. This public facility will be topped by 45 housing units. The town center project also includes a brasserie, which opened in 2020. It's been a great success!

- At the same time, the central square will be home to a new seven-storey, 24-unit apartment building, the first floor of which will house a pharmacy. The former post office is gradually giving way to the Coeur de Vie residence. As for the1st floor, it will house a health center with a range of professionals to strengthen the local offer. The building, designed by Elithis Immobilier, will be self-sufficient in terms of energy production. Thanks to photovoltaic panels installed on the roof and directly connected to the apartments and cells, residents will be able to consume the electricity produced over their heads directly. As well as being green, because it comes from a natural and renewable source, this electricity is free. As a result, residents will be less dependent on electricity from the grid, and therefore on the inflation of the price per kWh, which is constantly rising.

A second circle will include the creation of 160 new home-ownership units, located between the streetcar terminus and the retirement home. 40 CDC Habitat homes, including 8 specially adapted for people with reduced mobility, are now occupied. In addition to the new buildings, CDC Habitat is also getting more involved in Quetigny, and is beginning to renovate its building on rue Ronde. At the same time, CDC Habitat is making a show apartment available to the town to raise public awareness of good housing and energy-saving practices.

The major axis: a pedestrian route has been created to link the new crèche, open since autumn 2019, to the new cobblestone square, the heart of the town, passing by the future third-location center. This north-south traffic route will provide a calmer link between the two sides of Avenue du Château, for pedestrians and cyclists. A Diviavélo station will reinforce this sustainable dimension.

The developers' commitment. The city of Quetigny has required the selected developers to submit a commitment document with the facade sketches, detailing how residents will live individually in their homes and collectively in their residences. This includes, for example, ideas for the use of communal spaces to provide services, collective DIY workshops, bicycle repair facilities, or rooftop installations for shared gardens, relaxation areas and meeting places. The collaborative dimension must be an integral part of the lifestyle project imagined by the developers to make future homes pleasant places to live. The marketing of these new homes, which are open to both standard and affordable/very affordable home buyers, is already attracting first-time buyers.

Following on from a large crèche, the future La Parenthèse day-care center is being built in the Huches district, 200 metres from the tramway. The new multi-accueil opened at the end of 2019, with the second planned for 2024. This cultural, social and multi-generational facility, with its 1,500 m² equipped with all the latest technologies and a digital space, will be much larger than the current facility and will be able to accommodate larger groups and associative activities. It will benefit from extended opening hours, evenings, lunchtimes and Sundays. This new socio-cultural space will be a veritable living space in the heart of the town, emblematic of the urban renewal project.

Intermediate housing for the elderly is being studied on the site of the former crèche. The project envisages the creation of individual studio flats combined with communal living areas, with staff on hand to meet the needs of senior citizens.

Other senior housing: the transformation of the Quetigny commune fully integrates seniors into the project. Kaufman & Broad is building a 125-unit residence, from T1 to T3, spread over five levels.

Project progress

A redesignedsquare : framed by three buildings to mark the entrance to the town center, the square has been completely redeveloped and now marks the new heart of Quetigny. The public space has been redesigned to reflect the town's commitment to change. The entire space has been redesigned to create a pedestrian axis from the tramway to the esplanade. The freed-up space provides both improved visibility for shops and generous, open spaces to host events, including the large organic market, the relaunch of weekly markets and festive events.

Housing along avenue du Château, rond-point du 18-juin and avenue du Cromois. This block comprises 3 lots and 150 home-ownership units (out of the 400 planned for the Coeur de ville program). For all future developments, the municipality has invited developers to distinguish three price levels: very affordable, affordable and free, ranging from €2,100 per m² to €2,700 per m², in order to guarantee a mix of owners and facilitate home ownership. The 5.5% VAT rate on a large proportion of the homes is part of this approach. The three developers involved in this program - Edifipierre, Vinci Immobilier and Voisin Immobilier - are already well advanced in their construction. Deliveries are scheduled for completion in 2024.

A 45-unit residential program is also planned above the "tiers-lieu", just a stone's throw from the tramway. Developer Icade is in charge of the project, 98% of which has already been acquired. The developer is also involved in the wider community, with a total of three real estate projects: "Empreinte", with homes ranging from studio to T4 with terrace; "Rive Cromois", with 50 apartments from two to four rooms; and "Patio central".

LA LOCATION ACCESSION SOUTENUE PAR DIJON METROPOLE - PSLA

The PSLA scheme enables households on a certain income to own their own home.

In 2023, the ceiling was €26,921 per year for a single-person household and €50,489 for a family of 5 or more.

The rent-to-own scheme offers a number of advantages:

households can remain tenants for a period of time freely defined by the parties ;

the sale price is regulated by the government and benefits from reduced VAT;

the property is exempt from property tax (taxe foncière sur les propriétés bâties - TFPB) for the first fifteen years;

monthly payments must not exceed the amount of the last rent paid during the rental phase;

Re-housing guarantee (means-tested). If the purchase option is not exercised, the HLM operator must propose at least three alternative housing solutions by registered letter with acknowledgement of receipt within six months. The occupant has one month to respond. Failing agreement, the occupant must leave the premises. Conversely, if one of the rehousing proposals is accepted, the occupant continues to pay an occupancy indemnity equal to the rent less the amount earmarked for the acquisition, while waiting to move.

Buy-back guarantee. Once an owner, the occupant can resell the property at any time. If necessary, they can repay their loan early without incurring early repayment penalties.
To protect occupants in the event of need, the PSLA mechanism includes a buy-back guarantee that runs for 15 years after the option is exercised, until the loan is repaid. This guarantee must be activated at the borrower's request within one year following a transfer, divorce, unemployment, death or disability.

PSLA purchases can be made from operators and housing cooperatives belonging to the HLM movement that have been granted the corresponding approvals.The Dijon metropolitan area has thus approved 200 housing units for 2023 within the real estate programs of 4 partner developers and landlords: Aqisia by Habellis, Odifis by Orvitis, CDC Habitat and Ghitti, a private developer.

Created in 2009 by the Communauté d'Agglomération du Grand Dijon, the SPLAAD is dedicated to the development of housing areas and business parks in the Dijon area, exclusively on behalf of and within the territory of the local authorities that make up its shareholding. Its team is composed of 14 people, including 7 project managers.

Their first mission concerns rehabilitation or construction, such as the recent rehabilitation of Halle 38, transformed into cultural spaces for Dijon Métropole, or the Monge parking lot which is located opposite the Cité internationale de la Gastronomie et du Vin.

It mainly concerns the development of housing areas, such as the Zac Coeur de Ville in Quetigny, the Zac Centre-ville and the Saint-Exupéry and Kennedy shopping centers in Chenôve, and the Zac des Fontaines in Sennecey-lès-Dijon. But also in Dijon, the Arsenal district, the Quai des Carrières Blanche district and the Zac Jardin des Maraîchers. The SPLAAD also plays a real role in advising, providing services and engineering projects for its local authorities, particularly in drawing up specifications in line with the PLUIHD (local inter-communal urban planning plan for housing and transport), and respecting the criteria of social diversity - both within the districts and within the buildings - by means of balanced programs combining open-access housing, home ownership and low-rent housing. All the operations launched by SPLAAD involve an urban architect who pre-designs the housing area for use by the developers, with the aim of ensuring the architectural coherence of the entire neighborhood, including the existing buildings.

SPLAAD is building the new school barns with the Metropolitan Campus and the construction of two engineering schools

The SPLAAD is also the developer of Dijon Metropole's economic development zones, including the Valmy III tertiary cluster, the Dijon Bourgogne eco-park and the Beauregard park.

SENNECEY LÈS DIJON - BIEN VIVRE ENSEMBLE

Just a 15-minute drive from the center of Dijon, Sennecey-lès-Dijon combines the advantages of the city with the charm of the countryside. Just a stone's throw from the fields, the commune boasts the essential services and facilities (health, schools, sports, etc.) to guarantee its residents a comfortable lifestyle. A medical center, a shopping center and new housing units are all contributing to the growth of the population. Between 2023 and 2024, around 150 homes will be built in the commune, and between 2025 and 2030, more than 120 homes will complete the project.

sennecey: "Towns and Villages where life is good". In 2023, Sennecey-lès-Dijon was ranked 14th (out of 11,135 towns with 2,000 inhabitants), and first in Burgundy!

A new 440-home district, a new eco-responsible living space between town and country, with 3,000 inhabitants expected by 2030. The ZAC des Fontaines program, developed by Splaad, includes 40% multi-family housing, enabling young couples to enjoy a true residential experience in Sennecey. 57 of the expected housing units will be low-rent and 40 affordable housing units. By 2023, 70 new homes will have been delivered, after a number of multi-family units, including a Sérénitis seniors' residence, and around 20 single-family homes had already been built by Orvitis, Moyse and Esyom, and Nexity and Atik Résidences, which delivered 52 multi-family units in 2021, while almost 20 completed the project in 2022. In 2024, developer 2A Design will start construction of around 30 container homes, 90 to 110 m² in size on 250 to 400 m² lots, to offer an alternative to first-time buyers held back by inflation in the cost of materials.

Local shops at the foot of the building will complete the offer.

A sports field to create social links. Of the 14-hectare ZAC des Fontaines program, 5 hectares will remain planted. At the heart of the district, the Parc des Eaux, the Buttes playground, the conservatory orchard and the slide area provide meeting places, promenades and a reservoir of biodiversity.

A micro-creche will open in the neighborhood in 2024.

A bus line will link the district in 2025.

A student residence could also be built in Sennecey-lès-Dijon, as the commune is considering the project.

Carré de l'Habitat and Sopirim will also be building new residencesin other neighborhoods undergoing renewal, and the one to be built by Sopirim will be intergenerational. Carré de l'Habitat will build 17 homes.

Heritage renovation. Renovation of Saint-Maurice church, the third oldest church in Côte-d'Or, is scheduled for completion in 2023 (it will celebrate its thousandth anniversary in 2049), while that of the historic town hall building will be completed in 2024, along with the construction of a parking lot opposite.

Local shops. The commune boasts a supermarket, a small shopping mall with around ten shops and a number of retailers in the industrial zone.

The health center is very well equipped , with general practitioners, masseurs, physiotherapists, nurses and care assistants, speech therapists and phoniatrists, dentists and dental surgeons, and a pharmacy.

EDF EN BOURGOGNE FRANCHE-COMTE

In Burgundy-Franche-Comté, EDF generates 100% renewable electricity by harnessing the region's natural resources: hydro, wind, solar and biomass.

The Group operates 37 production sites comprising 24 hydroelectric power plants, including the Vouglans dam in the Jura, three wind farms at Lomont, Champ Gouleau and Sacy-Télégraphe, producing a total of 57.4 MW, and ten photovoltaic solar farms, including the one in Dijon, inaugurated on November 25, 2021: the Centre d'Enfouissement Technique (CET) in the Valmy district on the outskirts of Dijon was used to install a 16 MWp solar power plant.

EDF'smomentum in renewable energies is very strong, with 10 solar power plants under construction across the Burgundy-Franche-Comté region. One of these is Lux, some thirty kilometers north of the Dijon metropolitan area, which will be inaugurated in September 2022 and boasts an 8.5 MWp solar power plant, equivalent to the energy consumption of 2,000 households. The Lux plant features 22,700 two-sided solar panels spread over 8.2 hectares.

in addition to these renewable energy production facilities,Dalkia (a subsidiary of the EDF Group)operates 14 heating networks . Mainly fuelled by biomass, Dalkia is continuing to develop these systems, as at Dijon Métropole's Péjoces heating plant. At the same time, EDF inaugurated France's most powerful renewable hydrogen production and distribution station(1 MW) in Auxerre, built by its subsidiary Hynamics. It is currently the largest renewable hydrogen production and distribution site in France. It is already used to power the region's buses, and will eventually be used to power the region's first hydrogen-powered trains. This station reinforces the leadership of the Bourgogne-Franche-Comté region, a pioneer in hydrogen in France, and EDF is currently building a new station in Belfort.

With its subsidiary Dalkia Electrotechnics (formerly Citelum), the EDF Group is supporting the Dijon metropolis in the realization of France's 1st Smart city. In 2017, Dijon métropole's innovative smart city project was won by the Bouygues Énergies & Services and Citelum (an EDF subsidiary) consortium, along with Suez and Cap Gemini. This is an emblematic example of how EDF works with local authorities to invent their energy future. With this project, the EDF Group is taking a decisive technological step forward in the realization of the SMART CITY that is bringing the Dijon metropolis into the digital and data era. A centralized control station remotely controls traffic lights, street lighting, video protection and manages events occurring in public spaces. Since late 2021, a citizen application has also been available.

Another innovative project for Dijon Metropole is the European Response H2020 project (Integrated Solutions for Positive Energy and Resilient Cities"), for which the EDF Group, a key partner of Dijon Metropole, is developing low-carbon solutions for the city of tomorrow. Along with TURKU in Sweden, Dijon joins the select club of European cities chosen to experiment with the "positive energy district" concept: the European Commission is aiming for around 100 projects by 2025. The Response project is being rolled out in the Fontaine d'Ouche district over a 5-year period. In terms of energy, it involves the largest collective self-consumption operation in France. The project also includes solutions for managing and monitoring carbon emissions and intelligent electric mobility.
