Based at the Marbotte Plaza, the Côte-d'Or Chamber of Notaries is now one of three chambers of the Chambre interdépartementale des notaires de la cour d'appel de Dijon, which covers the departments of Côte-d'Or, Haute-Marne and Saône-et-Loire. The president of the interdepartmental chamber is assisted by three vice-presidents. This is a national reorganization that groups chambers by legal region. As far as the Côte d'Or is concerned, nothing has changed for the practical side of the notaries' clientele. Maître Nicolas Taiclet, notaire in Nuits-Saint-Georges, is vice-president of the Côte-d'Or.

In addition to the notary's institutional role in drafting real estate deeds and arbitrating family law disputes, he also has an often overlooked advisory role. Need help or advice to buy, rent, build or renovate? Action Logement, which collects the Participation des Employeurs à l'Effort de Construction (PEEC, formerly 1% logement) from companies with more than 10 employees, offers a whole range of services and assistance to facilitate access to housing, and thus help students, work-study students and employees of non-agricultural private-sector companies to find a job. Specific offers exist for employees in the agricultural sector, consult Action Logement. Around 8 out of 10 French people are eligible for at least one form of assistance offered by Action Logement.

CIL-PASS ASSISTANCE® : assistance for employees in the private sector (including the agricultural sector) facing personal and/or professional difficulties that are creating a financial imbalance or making it more difficult to maintain or gain access to housing. This assistance is free and confidential (conditions in branch).

MOBILI-JEUNE aid: Action Logement provides a subsidy of up to €100 per month for the duration of a training contract for people under 30 on a professionalization or apprenticeship contract. The application must be renewed every year, conditions in agency.

Home improvement loan: also available subject to conditions, this loan finances all or part of home improvement projects (conditions and list of eligible projects available from the branch).

Accession loan: issued subject to conditions, this contributes to the acquisition or construction of a new home, or the purchase of an existing HLM home. The maximum amount is 40,000 euros at a reduced rate of 0.5% (excluding compulsory insurance) over a maximum repayment period of 25 years.

LOCA-PASS® advance: interest-free repayment of the security deposit required on moving in.

VISALE: rent and service charge guarantee for private housing. It covers unpaid rent for the duration of the lease for private-sector housing. Visale is open to all young people under the age of 31 and employees aged 31 and over, subject to a means test and depending on the type of employment contract. Visale also covers all young people under the age of 31 living in collective structures, as well as students and work-study students living in social housing.

ANAH

Anah's mission is to implement a national policy for the renovation and improvement of existing private housing. It promotes quality and encourages work to be carried out, by awarding subsidies to landlords who undertake to comply with rent and tenant income ceilings, and to owner-occupiers with modest or very modest income. It can also intervene in favor of condominium associations and co-owners.

What ANAH assistance am I entitled to?

The ANAH offers a wide range of grants to help low-income households, whether they are owner-occupiers or lessors, to improve their homes:

Energy renovation: MaPrimeRénov' finances energy renovation work in your home, to enhance comfort while significantly reducing energy bills. The work financed can concern a single-family home, an apartment or the common areas of a condominium.

MaPrimeRénov' can be used to finance: major renovation work (insulation, heating, ventilation) to improve energy efficiency by at least 2 labels, the installation of more environmentally-friendly heating systems (heat pumps, pellet boilers, solar water heaters, etc.), or the renovation of your condominium. Adapting homes for independent living: from 2024, the Agency will be rolling out a new single aid called MaPrimeAdapt' to replace the current aids (Habiter facile, Habitat et cadre de vie and crédit d'impôt). Treatment of run-down housing. Work is needed to make your home safe, comfortable and healthy. This may involve installing or renovating water, electricity or gas networks. Or the installation of a bathroom and toilet. It may also involve reinforcing foundations or replacing a roof.

Financial assistance for condominiums: MaPrimeRénov Copropriété finances work to improve your condominium's energy consumption. It's open to all co-owners, regardless of income, whether they occupy their home or rent it out.

HABITAT ET HUMANISME

Habitat et Humanisme Côte-d'Or has existed since 1995. This association is a member of the national federation Habitat et Humanisme, which is recognized as a public utility and has 56 associations and more than 9,800 housing units and 47 EHPAD. It offers housing to people who have difficulty finding a place to live, and provides them with support. Pimms Médiation Dijon, Point Information Médiation Multiservices, is a social mediation association created in 2000. The mediators of Pimms Médiation Dijon are employees in the process of professional integration. They carry out mediation missions to meet the needs of the founding partners EDF, Enedis, Keolis Dijon Mobilités, La Poste, SNCF TER BFC and Suez as well as the needs of other institutional partners. The mediators are recognizable by their green vests.

LA LOCATION ACCESSION SOUTENUE PAR DIJON METROPOLE - PSLA

Developer

The PSLA scheme enables households on a certain income to own their own home.

In 2023, the ceiling was €26,921 per year for a single-person household and €50,489 for a family of 5 or more.

The rent-to-own scheme offers a number of advantages:

households can remain tenants for a period of time freely defined by the parties ;

the sale price is regulated by the government and benefits from reduced VAT;

the property is exempt from property tax (taxe foncière sur les propriétés bâties - TFPB) for the first fifteen years;

monthly payments must not exceed the amount of the last rent paid during the rental phase;

Re-housing guarantee (means-tested). If the purchase option is not exercised, the HLM operator must propose at least three alternative housing solutions by registered letter with acknowledgement of receipt within six months. The occupant has one month to respond. Failing agreement, the occupant must leave the premises. Conversely, if one of the rehousing proposals is accepted, the occupant continues to pay an occupancy indemnity equal to the rent less the amount earmarked for the acquisition, while waiting to move.

Buy-back guarantee. Once an owner, the occupant can resell the property at any time. If necessary, they can repay their loan early without incurring early repayment penalties.
To protect occupants in the event of need, the PSLA mechanism includes a buy-back guarantee that runs for 15 years after the option is exercised, until the loan is repaid. This guarantee must be activated at the borrower's request within one year following a transfer, divorce, unemployment, death or disability.

PSLA purchases can be made from operators and housing cooperatives belonging to the HLM movement that have been granted the corresponding approvals.The Dijon metropolitan area has thus approved 200 housing units for 2023 within the real estate programs of 4 partner developers and landlords: Aqisia by Habellis, Odifis by Orvitis, CDC Habitat and Ghitti, a private developer.
