DÉPARTEMENT DE LA CÔTE-D'OR

Formerly appointed General Council, the Ministerial Council is the assembly assembly, with the aim of improving the lives of some 530 000 inhabitants of the department and making Côte d'Or dynamic and attractive. PLUI HD DIJON - PLAN LOCAL D'URBANISME INTERCOMMUNAL HABITAT-DÉPLACEMENTS

After 3 years and 75 meetings with the elected representatives of the 23 municipalities of Dijon Metropole, the Local Intercommunal Urban Plan for Housing and Transport, PLUi-HD, came into force on 23 January 2020. Drawn up on the basis of the PLU (Local Urban Plan) of the municipalities in the territory, the PLH (Local Housing Programme) and the PDH (Urban Mobility Plan), it maps out the face of the metropolis for the next 10 to 15 years. It is from the PLUi-HD that urban planning authorizations are issued, such as building permits. To make it easier to understand, Dijon Metropole has set up two practical tools:

a guide that brings together all the provisions of the PLUi-HD (siting rules, maximum height, green spaces, fences, parking ...).

an online cartography (api-carto.dijon.fr/PLUI or on the Dijon Métropole website) where you can enter an address to find out about all the urban planning measures related to the parcel.

The PLUi-HD also integrates the provisions related to mobility with actions on the urban transport network (bus, trams) but also soft modes or the transport of goods. Finally, this document takes into account the nature in the city and the preservation of agricultural land in the long term.

LA LOCATION ACCESSION SOUTENUE PAR DIJON METROPOLE - PSLA

Developer

The PSLA scheme enables households on a certain income to own their own home.

In 2023, the ceiling was €26,921 per year for a single-person household and €50,489 for a family of 5 or more.

The rent-to-own scheme offers a number of advantages:

households can remain tenants for a period of time freely defined by the parties ;

the sale price is regulated by the government and benefits from reduced VAT;

the property is exempt from property tax (taxe foncière sur les propriétés bâties - TFPB) for the first fifteen years;

monthly payments must not exceed the amount of the last rent paid during the rental phase;

Re-housing guarantee (means-tested). If the purchase option is not exercised, the HLM operator must propose at least three alternative housing solutions by registered letter with acknowledgement of receipt within six months. The occupant has one month to respond. Failing agreement, the occupant must leave the premises. Conversely, if one of the rehousing proposals is accepted, the occupant continues to pay an occupancy indemnity equal to the rent less the amount earmarked for the acquisition, while waiting to move.

Buy-back guarantee. Once an owner, the occupant can resell the property at any time. If necessary, they can repay their loan early without incurring early repayment penalties.
To protect occupants in the event of need, the PSLA mechanism includes a buy-back guarantee that runs for 15 years after the option is exercised, until the loan is repaid. This guarantee must be activated at the borrower's request within one year following a transfer, divorce, unemployment, death or disability.

PSLA purchases can be made from operators and housing cooperatives belonging to the HLM movement that have been granted the corresponding approvals.The Dijon metropolitan area has thus approved 200 housing units for 2023 within the real estate programs of 4 partner developers and landlords: Aqisia by Habellis, Odifis by Orvitis, CDC Habitat and Ghitti, a private developer.

SPLAAD - SOCIÉTÉ PUBLIQUE LOCALE AMÉNAGEMENT DE L'AGGLOMÉRATION DIJONNAISE

The Société Publique Locale Aménagement de l'Agglomération Dijonnaise (SPLAAD) is a public company whose capital is exclusively held by local authorities. Created in 2009 by the Communauté d'Agglomération du Grand Dijon, the SPLAAD is dedicated to the development of housing areas and business parks in the Dijon area, exclusively on behalf of and within the territory of the local authorities that make up its shareholding. Its team is composed of 14 people, including 7 project managers.

Their first mission concerns rehabilitation or construction, such as the recent rehabilitation of Halle 38, transformed into cultural spaces for Dijon Métropole, or the Monge parking lot which is located opposite the Cité internationale de la Gastronomie et du Vin.

It mainly concerns the development of housing areas, such as the Zac Coeur de Ville in Quetigny, the Zac Centre-ville and the Saint-Exupéry and Kennedy shopping centers in Chenôve, and the Zac des Fontaines in Sennecey-lès-Dijon. But also in Dijon, the Arsenal district, the Quai des Carrières Blanche district and the Zac Jardin des Maraîchers. The SPLAAD also plays a real role in advising, providing services and engineering projects for its local authorities, particularly in drawing up specifications in line with the PLUIHD (local inter-communal urban planning plan for housing and transport), and respecting the criteria of social diversity - both within the districts and within the buildings - by means of balanced programs combining open-access housing, home ownership and low-rent housing. All the operations launched by SPLAAD involve an urban architect who pre-designs the housing area for use by the developers, with the aim of ensuring the architectural coherence of the entire neighborhood, including the existing buildings.

SPLAAD is building the new school barns with the Metropolitan Campus and the construction of two engineering schools

The SPLAAD is also the developer of Dijon Metropole's economic development zones, including the Valmy III tertiary cluster, the Dijon Bourgogne eco-park and the Beauregard park.
