This is the border crossing with Costa Rica. You must first pay a municipal (undue) tax of USD 1 per person before you can access the customs complex. Do not rechignez: you still have to pay US $ 2 per person to get out of Nicaragua! Costa Rican customs is about 400 m away and you have nothing to pay to enter (at the time of writing the guide). Buses leave regularly for Liberia or San José on the coast. Count 2 800 colones (the colon is Costa Rican currency) to reach the capital (about US $ 6, at least 5 hours of travel, one or two direct buses per day doing the journey a little faster). It is possible to change money at the Banco Credito (closed on Saturday afternoon and Sunday), 200 m after customs (traveller's or liquid cheques). Many travelling changers also, which can be useful to you, especially if you know the exact exchange rate (between dollars, colones and córdobas).
