When English, Dutch and French privateers begin to attack the modest population of San Tomé, Governor José Solana tells the King of Spain that he is required to feel safe. On 4 June 1762, Carlos III replaced him by Colonel Joaquim Moreno of Mendoza. The acting governor then joins from San Tomé the narrowest part of the Orinoco to base the Ciudad de Angostura (present Ciudad Bolívar). The foundation of the city ends on May 22, 1764 with the blessing of Fort Saint-Gabriel (Governor's house). The city was made famous by the speech made by Simon Bolívar.
