To the south-west of Cebu, before the island of Badian, lies the village of Moalboal. Tourists actually travel three kilometers further to Panagsama beach, famous for its coral reef and marine sanctuary. This is a popular destination for scuba diving enthusiasts on a budget, as prices here are very attractive. The scuba diving industry has been invading the beach for several years now, and it has long been reputed to be the cheapest in the country. Extraordinary diving stories circulate. In this area, the locals are rather scarce; it's almost exclusively Europeans. A good alternative for swimming and lounging further north is White Beach, one of the most beautiful beaches in southern Cebu.In fact, it's often for a very specific reason that visitors make the trek to Moalboal: the Sardine Run phenomenon. It's a phenomenon not often seen anywhere else in the world: huge shoals of sardines (over a million of them!) reside year-round just a few metres off Pangsama beach. There's no need to head out to sea; just slip on your mask and snorkel at the yellow pontoon to admire this incredible spectacle. It's a magical experience to swim among these fish, which move in groups at full speed at the first sign of movement!
