Created in 2005, at the initiative of the representatives of the Annecy metropolitan community, the Tournette or the left bank of the lake, the joint SCOT union of the Market basin is responsible for conducting the studies, piloting the reflections, and defining the development guidelines for the SCOT. Once approved, it will organize its implementation, monitoring and evaluation.
And the SCOT is what? This means a scheme of territorial coherence. It was introduced in 2000 by CCS (Solidarity and Urban Renewal) Act, the same law that imposes 20% social housing units in municipalities with more than 3 500 inhabitants. It is a planning tool that defines the development directions for the next 15 to 20 years on the life basin, a strategic planning document that defines the rules of the game developed and shared by everyone in terms of spatial planning, housing, transport, environment and landscape.
