If you want to be totally free and not rely on public transport, you can rent a car. Be warned, however: driving in Seoul (and Korean cities in general) is hellish, and parking is often mission impossible. Nevertheless, driving on Korean soil is the best way to enjoy its splendid landscapes. A few conditions must be met: you must be at least 21 years old, have an international driving license, have had your license for at least 1 year and have a valid passport.

If you are sporty (fake flat) and have time on your hands, then the bike rental option is ideal. Be careful though, as there are very few bicycle paths (except along the Han River) and the traffic is very dense. Please note that you must be over 15 years old to be able to remove a bike.
