Since 1941, this city, the fourth largest in the country, bears the name of the communist leader Horloogiyn Choybalsan, the "Mongolian Stalin" who organized the bloodiest and most repressive purges in Mongolia. The city had a prosperous period when it was a trade center between China, Russia and Mongolia. Its economy has since declined, and it has suffered particularly from the departure of the Russians in the early 1990s. Its 45,000 inhabitants are particularly affected by unemployment, and the city is feeling the effects. It is decrepit, with a poor and tired face. Despite its status as the capital of the province, it is of little interest.
