At the end of an alley, you suddenly come upon a setting worthy ofGone with the Wind. Also called Quinta del Carmen, this property was built by a German diplomat, Oscar Heeren, at the end of the 19th century. At the beginning of the 20th century, various embassies (Japan, the Netherlands, the United States) were based there. It is also where the President of the Republic, Manuel Pardo, son-in-law of Oscar Heeren, lived. On its 42,000 m² were built streets, squares, gardens with trees. Unfortunately, the quinta is very run down and the area is dangerous.
