The municipality was established in 1521, when Charles V officially gave Panamá the title of Ciudad (city). The first houses of the cabildo built in 1540 were destroyed by fire, and the building rebuilt in 1583 did not withstand the earthquake of 1621. The ruins that can be seen today are from the 1640 construction. The town hall had two levels, with a room and a back patio on the first floor that joined the church grounds, and the room where the Town Council met on the first floor.
