Midi-Quercy is a "pays" as defined by the 1999 Voynet law, i.e. a coherent entity promoting truly sustainable development based on participatory democracy. It encompasses the entire eastern part of the Tarn-et-Garonne département, from the alluvial plain around Nègrepelisse to the first steps of the Quercy Caussadais and Rouergue regions, beyond Saint-Antonin. This region faces a number of challenges: reconciling green tourism with economic development and population growth.
