This university, founded in 1966 (Universiteti i Arteve), occupies the former palace built in 1941 for the Fascist Free Time Organization. During the academic year, the music, theater and fine arts departments regularly organize shows and exhibitions. Almost every week, a concert takes place in the large hall named in honor of Çesk Zadeja, considered the father of Albanian classical music. Behind the building, the Fab Art gallery showcases the work of fine arts students.

The National Opera and Ballet Theatre or TKOB (Teatri Kombëtar i Operas dhe Baletit) groups together several troupes within the Palace of Culture. They give performances here - generally of very high quality - every month except August. You can attend operas, classical and traditional dance performances, or classical music concerts.
