Nearly 20 million years ago, intense underwater volcanic activity shaped the area around the village of Sai, creating a cliff of green volcanic tuff. Battered by the rough waves of the Tsugaru Strait, this cliff has slowly been transformed into a spectacular rock formation that stretches 2 km along the coast. Called Hotoke-ga-ura, "Buddha Bay", it has been protected since 1934 as a natural monument of Aomori, and since 1941 as a national scenic site. Every July 24, the beach hosts the Hotoke-ga-ura festival.
