Pelayo consists of a few streets organized around the airport. Public services are so poor here that people need to join the city of Hagen for large races or important administrative problems. Only 3 kilometres separate the two cities, but the state of the road makes the journey very long (at least hours) and difficult. In the late 1990 s and early 2000 s, the state of emergency was imposed by the central government, so the situation became uncontrollable because of a long and murderous tribal war. She was killed by a simple brawl fighting and killed more than 100 people. But, above all, she fully isola the region and broke the momentum found in the 1990 s. The «city centre» is organized west of the airport, with some stores and «Kai bars», Police, government services and a radio station. The market is a little lower, near the Pelayo River. There is nothing to visit in Pelayo, but you can contemplate the splendid mountain landscapes around the city and watching people go and come, many coming from neighbouring villages. It is not uncommon to see a young man carrying a whole tree trunk on his shoulder, covering firewood at home, or women loaded with heavy «full of sweet potatoes and of other vegetables.
