On the hillside, and on the edge of the Oubangui River, Mobaye "the picturesque" prefecture of Basse-Kotto was founded in 1892 by Victor Liotard, whose name still appears on the monument erected in his honour in the centre of the city. Witnesses of the colonial past, beautiful houses with Yellow walls and shady terraces surround the square of the prefecture. In 2009, 21 088 inhabitants were identified - Des and Bandas for the most part - living from the trade facilitated by the river, fishing and soap factory.
