This national monument is a testament to colonization and the times when territories belonged to no one until they were claimed. With Panamanian independence in 1903, Costa Rica thought it could peacefully explore the mountains north of the border. As Panamanian incursions continued, the government built these refuges to promote exploration and then settlement of the area. Each refuge was to mark the occupation of the Valle del General.
