This pavilion, built in 1819, was included in the Emperor's list of the capital's twenty most beautiful sites.
Construction began in 1819, during the reign of Gia Long. Emperor Minh Mang assigned it the function of the Edict Pavilion. From 1821, the list of winners of mandarin competitions was read out here. Emperor Thiêu Tri included the Edict Pavilion in his list of the capital's 20 most beautiful sites. In 1843, he ordered the erection of a stele to the right of the pavilion, engraved with a poem of his own composition, Navigation d'un matin sur la rivière des Parfums.
