Jean Balladur wanted it to be resolutely "feminine", with buildings that are all round and soft, designed in two forms: on the one hand, the high and curved Bishops' hats, and on the other hand the conchs of Venus, concrete undulations sheltering in their swimming pool arms or luxuriant gardens.
