The management of the French abroad and the consular authority is a service of the Department of Foreign Affairs and International Development. All of its services can be found in the Citizen Services tab on the diplomacy site. gouv. fr
The French foreign administration is responsible for the administration of French outside France, the protection of their rights and interests and all consular matters as defined by the Vienna Convention on Consular Relations of April 24, 1963.
Consulate. It administers the consular network. It ensures the smooth conduct of the elections to which the French established outside France are involved and has elections concerning the foreign communities in France.
Welcome. She participates in the reception of French children in the French education network abroad.
Information. It is responsible, in its fields of competence, for a mission to inform French nationals about the conditions of residence outside France. It prepares the work and provides the secretariat of the Assemblée des Français abroad.
Legal certainty. It seeks to improve the legal certainty of French abroad. As such, it contributes to the definition and implementation of the rules of law applicable to them, in particular with regard to personal status, taxation, social security and mutual legal, criminal and civil assistance.
Civil status. It is also responsible for matters relating to civil status events abroad and relevant to French nationals.
International adoption. It exercises the powers of the Ministry of Foreign Affairs in respect of intercountry adoption.
Visas. It is responsible, together with the departments of the Ministry responsible for immigration, for the visa policy.
International agreements. It negotiates and implements international agreements in its fields of competence in liaison with other interested administrations.
