Toura (5,600 inhabitants) is the administrative centre of the Evenkie Autonomous District (767,600 km², established in 1930). It is the only town for miles around, lost in a harsh environment (extreme climate), on the banks of the Lower Tunguska River. Toura is home to an experimental station for polar agriculture, the Far North Agricultural Research Institute: the strong summer luminosity makes it possible to obtain good yields there. It also has a library, an electricity station and a brickworks. Difficult to access, it has two airfields: one for local journeys, the other dedicated to long haul flights (2 flights per week to Krasnoyarsk).
