Rivera, with a population of about 78,000, is the capital of the department of the same name. It was named after Colonel Bernabé Rivera and was founded between 1862 and 1867 in order to slow down the Brazilian advance towards the south. The city is rather quiet and boring, without great tourist attractions. It is located on the border with Brazil, where it is twinned with the city of Santana do Livramento. Together, the two cities form an urban area of about 200,000 inhabitants. Like Artigas, the cultures of the two countries are strongly mixed in this agglomeration, giving rise to a specific language, Portuñol.
