Capital of the province of the same name, the city was the political stronghold of Governor Carlos Saúl Menem when he was elected President of Argentina. He endowed his city with an airport that was as oversized as it was controversial. The earthquake of 1894 deprived La Rioja of much of its heritage, but it remains more pleasant than San Juan, nestled at the foot of the Sierras de Velasco to the west
