Municipality of 4,200 inhabitants between Gisborne and Napier, built on the banks of the Wairoa River. Because of its difficult access and because the Māori refused to sell their land, the region was colonized by the British late in life. It was occupied before formal settlement, mainly by linen merchants, and later by whalers, who used it as a hunting post. The government acquired it in 1865, during the New Zealand wars, and built a garrison town. It was named Clyde, but later reverted to its original name. From wai, "water" and roa, "long" or "great", Wairoa translates as "long waters".
