The municipality of Consuelo grew out of a small provincial village near a powerful river. The town was originally called Agua Dulce, because of the quality of its springs. In 1881, the construction of a sugar mill, followed by a refinery, marked the start of a flourishing industry, fuelled by the region's many sugarcane fields. Even today, the smell of sugar is omnipresent in the town. Every July 26, local residents elect Miss Santa Ana, who becomes the queen of the town's patron saint fiestas. Consuelo also hosts rodeos and Guloyas, traditional parades imported from the Lesser Antilles.
