The city was born from a gathering of several hamlets around the 10th century. Its development followed that of the region and its constituent towns, until the territory became part of France in 1678. The town has been destroyed many times, but it has still kept traces of its past, notably the town hall and its belfry built in the 12th century. Almost entirely destroyed, then rebuilt in 1920, the city had to undergo the German bombardments during the Second World War but preserved the Flemish character of its architecture. Today, Bailleul enjoys the popularity of its hand-woven lace since the 16th century.
