The human occupation of the site goes back to antiquity. Because of its location, Noilhan was a stronghold occupied very early: the castrum of Noilhan is mentioned for the first time in 1168. The castle enclosure was circular with two bridges and two barbicans to the east and west. The old covered way is still visible today. Noilhan was the advanced post of the county of Comminges turned towards those of Armagnac and Toulouse. In 1375, a transaction brought the commune under the domination of the De Touges family, which marked the history of the village for four centuries. In 1773, the last descendant of this family, Guionne Chrisante de Touges-Noilhan, donated her property to the community of Noilhan. After the troubled period of the revolution, the village experienced a strong development in the 19th century. In 1904, a terrible fire destroys 7 houses with the adjoining barns and stables. This area was never rebuilt and has now become a shaded lawn with picnic tables and a drinking water point.Over the past decade, Noilhan has grown by welcoming new residents. The construction of a school, the installation of new professionals, the development of the economy next to the traditional agricultural activity, make it today a village of 386 inhabitants where it is good to live. The agricultural activity of Noilhan remains important with the presence of poultry farmers (Jérémy Daran, Pierre Larrouzé, Isabelle Moulis) and lamb farmers (Kevin and Jack De Lozzo), and a beekeeper (Vincent Le Droff).
